Consolidated Annual Performance and Evaluation Report

The Consolidated Annual Performance and Evaluation Report (CAPER) is required by the U.S. Department of Housing and Urban Development (HUD) to be prepared annually for the receipt and expenditure of Community Development Block Grant (CDBG) funds. This report measures the City of Monterey's progress in reaching the goals and objectives outlined in the City's adopted Five-Year Consolidated Plan (Consolidated Plan) and Annual Action Plan, which are both required by HUD for receipt of federal funds. It also is required to report on progress in addressing the Impediments to Fair Housing contained in the Consolidated Plan and affirmatively furthering fair housing.

Action Plans

To receive Community Development Block Grant (CDBG) funds, the City must submit an Action Plan to the Department of Housing and Urban Development (HUD) each year. The annual Action Plan describes the City’s planned investments for the coming program year, including proposed actions and proposed CDBG projects. The Action Plan is also considered to be an application for federal funds and provides a yearly operating plan for activities. It outlines the City’s proposed activities in several areas and relates these activities back to the five-year strategies to address priority needs described in the Consolidated Plan.

CITIZEN PARTICIPATION PLAN

The Citizen Participation Plan (CPP) is intended to provide citizens an adequate opportunity to participate in an advisory role in planning, implementing, and assessing the Community Development Block Grant (CDBG) Program of the City of Monterey (City), as required by federal regulations from the U.S. Department of Housing and Urban Development (HUD).

Interested groups and individuals are encouraged to provide input into all aspects of the City’s consolidated planning activities – from assessing needs and setting priorities through performance evaluation. This CPP offers numerous opportunities for citizens to contribute information, ideas, and opinions about ways to provide decent housing, establishing and maintaining a suitable living environment, and expanding economic opportunities, particularly for low and moderate-income persons.

FINAL REGIONAL AI

Pursuant to CDBG regulations [24 CFR Subtitle A §91.225(a)(1)], to receive CDBG funds, a jurisdiction must certify that it “actively furthers fair housing choice” through the following: Completion of an Analysis of Impediments to Fair Housing Choice (AI); Actions to eliminate identified impediments; and Maintenance of fair housing records.

The Analysis of Impediments to Fair Housing Choice (commonly known as the “AI”), presents a demographic profile of the Collaborating Entities, assesses the extent of fair housing issues among specific groups, and evaluates the availability of a range of housing choices for all residents. This report also analyzes the conditions in the private market and public sector that may limit the range of housing choices or impede a person’s access to housing.

The Regional AI is a multi-jurisdictional effort, with the City of Salinas serving as the lead Agency. This report covers the CDBG entitlement jurisdictions of Monterey, Salinas, and Seaside, as well as the Monterey Urban County Entitlement Area, which is comprised of the cities of Gonzales, Greenfield, Sand City (participating cities), and the unincorporated areas of Monterey County, and the Housing Authority of the County of Monterey (HACM).

2019 VULNERABLE COMMUNITIES ANALYSIS

The 2019 Monterey Vulnerable Communities Needs Analysis identifies unmet needs in the community relating to services and housing. The Analysis also recommends strategies and best practices that have been effective in the City of Monterey and in other communities, so that the City can make calculated and strategic investments in services and programs that will best meet community priorities and improve the quality of life for its residents. Furthermore, the State of California has been intensifying its commitment of funding toward increasing the supply of housing, and this study will prepare the City to pursue competitive state grants.
