East Moorings
The East Mooring Program is a seasonal program operated by the City of Monterey under a permit from California Coastal Commission and Monterey Bay National Marine Sanctuary. Boats that are 45 feet and less in length and under 10 tons may be placed on these two-point mooring systems from April 1 to October 31. Moorings are rented on a monthly basis and the mooring charge includes a dinghy space. The permit requires all moorings be clear from November 1 until March 31. Owners of boats that have participated in the program during the summer may be offered an opportunity to occupy a slip in the Marina at a greatly reduced transient rate during the winter months.

Outer Harbor Moorings
The Outer Harbor is managed by the Harbormaster and designated as a special anchorage area. It holds about 150 privately owned mooring buoys. A mooring license from the City is required to maintain a mooring in this area, and use of existing buoys is allowed only with the permission of the owner and a completed sublicense agreement. Up to 20 liveaboard boats are permitted in the Outer Harbor. A waiting list for mooring licenses is maintained by the Harbor Office.

Open Anchorage
The area east of Wharf II and the East Moorings is open anchorage and has excellent holding ground. Please note that a sand bottom with some surf grass may cause a light bruce or plow style anchor to skip when setting. Boats may anchor in 15 to 30 feet of water. Boats cannot be anchored here for more than 30 days in any six month period.

CHAPTER 17- Harbor & Marina Ordinance

Rates for holders of slip licenses are set by City Council Resolution and are based on the length and beam of the slips. Each fiscal year, July 1 - June 30, as required in the terms of our California Department of Boating and Waterways loan, slip fees are adjusted by the San Francisco-Oakland-San Jose Bay Area Cost of Living Index.

Slip licensees paying their fees annually, instead of monthly, receive a 10% discount when paid the first month of the fiscal year. Additional fees for boats requesting liveaboard privileges and licensees assessed the berth assignment rate will be added to this base rate.
