Utility Users Tax (UTT) is 2% residential and 5% commercial. UTT is due on or before the last day of the month following the month the taxes were billed. For example, taxes billed in April are due May 31st.

The Utility Users Tax is assessed against all commercial, industrial and residential users of water, telephone, gas, and electric service within the City of Monterey, except as exempted herein.
ORDINANCE NO. 3155 C.S. AMENDING SECTIONS 35-42, 35-43, 33-44, AND 35-45 OF CHAPTER 35, ARTICLE 5 OF THE MONTEREY CITY CODE INCREASING THE UTILITY USER TAX FOR RESIDENTIAL USERS FROM 0% TO 2% AND AMENDING SECTION 35-56 TO PROVIDE FOR AN EXEMPTION FROM SAID TAX FOR THOSE USERS WHO QUALIFY FOR RATE ASSISTANCE, AS ESTABLISHED BY THE COMPANIES PROVIDING TELEPHONE, GAS, AND ELECTRIC SERVICE THE COUNCIL OF THE CITY OF MONTEREY DOES HEREBY ORDAIN AS FOLLOWS: SECTION 1. Subsection (a) of Sections 35-42, 35-43, 35-44, and 35-45 of Article 5, "PUBLIC UTILITIES USE TAX," Chapter 35, "TAXATION," of the Monterey City Code are hereby amended to read as follows, imposing a tax on the use of certain utilities: Sec. 35-42. Intrastate telephone service Sec. 35-43. Electricity Sec. 35-44. Gas Sec. 35-45. Water Sec. 35-56. Utility User Tax Exemptions
