The Comprehensive Annual Financial Report (CAFR) for the City of Monterey is intended to present information that goes beyond the basic financial statements required by generally accepted accounting principles. It consists of management’s representations concerning the finances of the City.
The Code of Federal Regulations (2 CFR 200.501) requires non-Federal entities expending over $750,000 annually in federal awards to obtain a Single Audit. The scope and emphasis of the Single Audit are specific to expenditures of federal funds and it should be reviewed in conjunction with the City's Comprehensive Annual Financial Report. The Single Audit is conducted to obtain independent assurance to the U.S. federal government as to the management, use and compliance of federal funds by the City.
