Background

The Americans with Disabilities Act (ADA), enacted on July 26, 1990, provides comprehensive rights and protections to individuals with disabilities in the areas of employment, state and local government services, public accommodations, and telecommunications. The ADA Title II prohibits all state and local governments from discriminating on the basis of disability, but moreover, its goal is to promote equality of opportunity and full participation.

The City of Monterey works to ensure that every program, service, benefit, activity and facility operated or funded by the City of Monterey is accessible to, and useable by, people with disabilities. The City continually strives to eliminate barriers that may prevent persons with disabilities from access to or participation in City programs, services, activities, and facilities.

If you would like to request a reasonable accommodation for access to City facilities, services, activities, and programs please complete and submit the Request for Accommodation Form. If you cannot fill out the form or require assistance to do so, please contact the City's ADA Coordinator, (831) 646-5642.

Disability Access at Meetings

The City of Monterey is committed to including the disabled in all of its services, programs and activities.  In compliance with the Americans with Disabilities Act, if you need special assistance to participate in a meeting, please contact the City Clerk’s Office at (831) 646-3935. Notification 30 hours prior to the meeting will enable the City to make reasonable arrangements to ensure accessibility to this meeting [28 CFR 35.102-35.104 ADA Title II]. Later requests will be accommodated to the extent feasible.

For communication-related assistance, dial 711 to use the California Relay Service (CRS) to speak to City offices. CRS offers free text-to-speech, speech-to-speech, and Spanish-language services 24 hours a day, 7 days a week. If you require a hearing amplification device to attend a meeting, dial 711 to use CRS to talk to the City Clerk's Office at (831) 646-3935 to coordinate use of a device.

Grievance Procedure and Form

This Grievance Procedure is established to meet the requirements of Title II of the Americans with Disabilities Act of 1990 (ADA). It may be used by anyone who wishes to file a complaint alleging discrimination on the basis of disability in the provision of services, activities, or programs by the City of Monterey. A written grievance should be filed on the ADA Grievance Form included below. If the grievance is not filed on the Grievance Form, it should nonetheless be in writing and contain information about the alleged discrimination such as name, address, phone number of the grievant and location, date, and description of the problem. Alternative means of filing grievances, such as a tape recording or personal interviews will be made available upon request. The grievance should be submitted and signed by the grievant or their designee as soon as possible, but no later than 60 calendar days after the alleged violation to the City of Monterey ADA Coordinator listed below.
