Groups
The
City of Monterey, CA, operates an official City Website at www.monterey.org.This
policy specifically addresses links created on this Web site.
The
City of Monterey Website is designed to provide residents access to City
or local government departments, services and programs. Secondarily, the
Website also provides residents and visitors links to pertinent
visitor-related information about the area. From time to time, departments
may wish to provide links to other sites that provide state or federal
government information, additional information about the community,
including festivals, cultural events and local news, or other information
supporting the departments mission and programs.
City
of Monterey Website mission:
1)
Provide
access to material about City of Monterey services, programs and
activities, City officials and staff, government issues and local
government process, and public facilities;
2)
Gauge community satisfaction with City services and/or work
programs;
3)
Encourage community members to participate in City government;
4)
Provide access to pertinent information about the Monterey
Peninsula;
5)
Offer information in an effective and time-efficient manner; and
6)
Manage the number of links and material on the Website in order to
ensure that the Citys information is easily discernible.
Links
must be consistent with the purpose of the overall mission. Links in
general will consist of City-related programs, services, activities,
policies and committees. The City reserves the right to limit the number
of links in any one Web section or page category and to require a
pool link that would pertain to a particular type of organization.
For example, commercial businesses in general will not be provided direct
links from the Citys Website. The City may, but is not required to,
provide a link to a business association, which represents a number of
local businesses. The City will provide links to the Monterey County
Convention and Visitors Bureau (MCCVB), the Monterey Peninsula Chamber
of Commerce, and local hotels that meet the criteria on
the Hotels and Meeting Facilities Web page.
Links
may be made to Web sites that meet the following criteria:

maintained
by a non-profit charitable, educational, hospital, social, scientific
or cultural organization serving Monterey Peninsula community members.
-
maintained
by an established news-gathering organization, being either a
newspaper of regular, paid circulation that has published at not less
than biweekly intervals within the County for at least one year; or a
television station whose over-the-air broadcast signal Grade B contour
covers more than half of the City's geographical area and provides
local news regularly and maintains a national network affiliation.

maintained
by a state, local or federal government agency or local school or
library board.

maintained
by an organization that receives direct financial support from the
City.
-
maintained
by companies that provide non-City utility services to community
members.

maintained
by established business and neighborhood associations within the City
of Monterey.

organizations
that sponsor or support a City-sponsored event or association.
-
research,
education and information sites selected by Monterey Public Library
staff using Library guidelines that complement or supplement materials
and resources already available in the Library.

groups
that hold an event at the Monterey Conference Center may also be
linked from the Conference Centers calendar page.

provides
a unique online tool to assist residents in accessing information on
the site or in communicating with each other, e.g., search engine.
The
City of Monterey shall maintain sole discretion over the determination of
which links may be included on its Website and reserves the right to
remove any link at any time without cause.
Groups
In order to avoid the appearance of City
endorsement of political or faith-based/religious content, links shall not
be made to sites 1) associated with, sponsored by or serving a candidate
for elected office, any political party or organization supporting or
seeking to defeat any candidate for elective office or ballot proposal; or
2) associated with, sponsored by or serving a religious/faith-based
organization/group or whose mission is faith based.
Note:
Some of the links made available to you through the City of Monterey Website will allow you to leave the City's site. Please be aware that the
Internet site available through these links, and the materials that you
may find there, are not under the control of the City. Therefore, the City
cannot and does not make any representation to you about these sites or
the materials available there. The fact that the City has made these links
available to you is not an endorsement or recommendation to you by the
City of any of these sites or any material found there.
