OVERALL CITY SERVICES

Most of the items on the survey have shown stability over the past five years, given some variation. A few items seem to be trending downward, while a few others have rebounded. Ratings of Overall City services have stayed at 94% favorable for the past five years. The chart below shows the detailed breakdown of response options. The dominant responses have been “above average,” followed by “average.” However, there has been a five-point decrease in “above average” ratings and a five-point increase in “average” ratings.


COMMUNITY SERVICES
Transportation | Public Welfare

A second group of items represent services for the public welfare. Since the ratings are exhibited in a 10-point scale, the graph below can be deceptive. Please note that ALL of these items had favorable ratings higher than 90%. Ranked in order, they are: fire services; harbor/marina services; garbage collection/recycling; police services; and library services. Library services has dropped a noticeable five points since 2002 and eight points since 1997; police services has dropped six points since 1997.

Transportation | Public Welfare

This comprehensive section of the survey is grouped into three categories exhibited in three graphs on the next pages: issues related to streets and transportation, services related to public welfare and programs designed for citizens of different age groups.
   All but one of the items related to transportation received high ratings, listed in order of favorability: WAVE shuttle service; availability of pedestrian walkways/areas; bus service (operated by MST); bicycle lanes; vehicle traffic enforcement. Availability of parking in business districts continues to receive low ratings.


Programs for Different Age Groups

The third group of community services relates to programs designed for different age groups. The ratings, in order, are: services for senior adults, programs for adults and programs for children (preschool to elementary) – all of which received 91% favorable ratings; followed by programs for youth (middle/junior high school) and programs for teens (high school). The latter two programs have shown some improvement since 2000, yet programs for teens remains one of the lowest rated items on the survey.
