The City of
Monterey has been partnering with international cities since 1965.
The concept of acquiring sister cities, also called “town twinning”,
is that geographically and/or politically distant towns would be
paired for the purpose of developing mutually beneficial
relationships that encourage cultural and global understanding and
cooperation, inspire international partnerships, and strengthen
economic development. These collaborations foster international
links that promote solid bonds between people that otherwise would
never happen. Sister cities can but don’t always have similar
demographic and geographic characteristics. Sister city programs
also encourage student exchange programs between the participating
municipalities.
Today, Monterey has five sister cities,
and one more that is currently inactive.

Background
Toledo, Ohio partnered with Toledo, Spain in 1931 and was the first
U.S. city to establish a twinning relationship. President Dwight
Eisenhower started the American Sister Cities program in 1956. Since
1967 Sister Cities International (SCI) administers these U.S.
partnerships with their foreign counterparts. Their slogan reads, “A
Global Citizen Diplomacy Network”, and their Web site is
