The City of Monterey offers a parking program which allows Monterey residents, displaying the proper decal permit, two hours of free parking, per parking stay in the West Custom House Garage (at Franklin & Tyler); the Waterfront attendant lot (at Washington & Del Monte); the Cannery Row Garage (at Foam & Prescott) and Cannery Row Lot #7 (at Foam & Irving).

The resident parking permit can be obtained at the Parking Division Office located at 340 Tyler Street, Monday through Friday, 8:00 a.m. – 4:30 p.m. To be considered a resident, a person must reside within the City of Monterey and show evidence by providing a current utility bill or rental agreement and a current vehicle registration. There is an annual $10 administrative charge for each decal permit. The permit is valid for one year from date of issue.
