Public Works Employees of the Year

The following staff have been recognized by the Public Works Department for their outstanding contributions. They are all an asset to the Public Works Department and excellent representatives for our City.

Chuck Finnell
Senior Building Maintenance Craftsworker
General Services Division

If we were to set out criteria for being an outstanding employee, we would say that the employee must have the ability to develop new skills, work through complex problems, manage a changing and challenging workload, communicate clearly, possess the ability to train others and have the rare ability to work through adverse times and overcome obstacles. While few people possess even some of these traits, Chuck possesses all of these characteristics.
   Chuck challenged himself to learn an entirely new trade, HVAC, building controls and boilers, and assisted in creating energy savings for the Army that they themselves had not thought possible. He also managed a gas upgrade project at the Presidio for 114 buildings. He does not fear change or challenges, and is a wonderful example of how to set your sights high and attain those goals.


 


Javier Galvan

Javier's dedication and his ability to believe in who he is and what he can accomplish through hard work helps to define him as an exemplary employee. He knows the importance of being a team player and realizes that your fellow co-workers are your greatest support group and teachers. Javier is kind, friendly and always eager to help. He took a risk when he left the custodial crew, moving into an area that was new and strange. He possesses courage that many of us only think about.


Richard Llantero
Associate Civil Engineer
Engineering Division

Richard is recognized for his efforts over this past year. He has shined especially brightly when it came to the Presidio's buildings 339 and 340 renovation project. This high priority project had a very aggressive schedule associated with it and Richard, with his expert engineering talents and skills to manage projects, was able to pull together this complex project on schedule. In addition, he estimated the project cost to within three percent of the low bid amount. He worked closely with our counterparts within the Army civilian staff as well as the mechanical and electrical consultants that worked as a team with him.
   In addition to this project, Richard has worked on a wide array of projects including traffic calming, the roofing of El Cuartel, Larkin Bridge (a historically significant structure), drainage projects as well as a number of "walk-in" projects too varied to describe. He always has a cool and calm demeanor and is a joy to be around.


Robert Robe
Cemetery Coordinator
Parks Division

Robert has taken over the operation of the cemetery and implemented many new programs including the conversion of the cemetery database to Hansen. He has also created additional revenue though selling photo plaques in the New Columbarium. He has begun detailed surveys to verify lot boundaries and owners, and created additional cemetery lots for sale. Through his leadership, the cemetery has continued to receive many compliments to the employees and to the City of Monterey.
