Zoning provides a precise guide for the physical development of the City in order to preserve the character and quality of Monterey neighborhoods, foster convenient, harmonious, and workable relationships among land uses, and achieve progressively the arrangement of land uses described in the City's General Plan.

Three types of zoning regulations control the use and development of property: Land Use Regulations, Development Regulations, and Administrative Regulations.
