The PEEC Division serves as the hub of the City's Plans & Public Works Department. In addition to its responsibility for the design of many public facilities within the City, Engineering addresses and manages any impacts that growth or development may have on the City's various public works systems within the community. Planning and Review Services
We plan for the community's future infrastructure needs (streets, sewers, storm drains, etc.). We review site plans to ensure that they meet standards and coordinate the development of public improvements required to support new development. We develop City-wide design standards for public works improvements; review all lot line adjustments, lot mergers, and any other types of property subdivision; assist with the formation of special assessment districts for under grounding utilities or other similar public improvements; and design street, sidewalk, storm drain, sewer and building improvements.

Design Services
We prepare plans, specifications and cost estimates for street, sidewalk, storm drain, sewer and building improvements.

Property Information
We maintain Assessor's parcel information, flood zone and geohazard information, soils reports (historic and current), tree location/ownership information, corner monument information, infrastructure information (location/depth of storm drains, location of sewer lines, location/ownership of street lights, etc.), storm drain & sewer lines mains and aerial/topographic maps of public lands.

Permits
We issue various permits for access to or use of the City's right-of-way, such as street opening permits for installation or repair of water or power lines; sidewalk permits for installation or replacement of sidewalks or driveways; and transportation permits to coordinate the movement of overweight, oversize vehicles through the City in order to protect roadways and other facilities. We also issue encroachment permits for construction of fixed or permanent structures within the public right-of-way. More on City-wide permits.

Storm Water Program
Storm water pollution is one of the top five polluters of lakes, rivers, creeks, and estuaries in the United States. We can all help to clean up our water environments by following a few simple tips. The City's "water quality ethic" has led to the development of a Storm  Water Management Program which is continually changing and expanding. This program is the result of a commitment to protecting our resources on the Central Coast, especially to our receiving water, the Monterey Bay National Marine Sanctuary. In an effort to regulate what is allowed to flow down the storm drain, a Storm Water Ordinance was developed and passed in 1997. This ordinance limits storm water flows to clean rain water and non-polluted incidental flows such as lawn irrigation runoff and groundwater infiltration.
