Facade Improvement Program,
FY 2008/09
The City of Monterey
is offering grants for façade improvements to commercial buildings
within the City limits of Monterey. The purpose of the program is to
improve the appearance of the City’s commercial areas. The
application period begins on Nov. 3, 2008 through December 31,
2008. Grants will be awarded to properties based on the program
priorities listed below. If funds remain after the initial
application process, the City may accept additional
applications. The City may reduce the amount of funds requested at
its discretion.
The total amount of grant funds available is
$30,000. All funded projects must be completed by June 1, 2009. |

Grants Available
Improvement of
commercial properties - The review committee will determine award amounts
based on a project’s potential to improve the City’s character.
Eligibility
Any commercial
property in need of rehabilitation is eligible. Grants are only available
for rehabilitation work that is visible from the public right-of-way and
improves the site’s appearance when seen from public streets or pedestrian
ways.
Program
Priorities
Grants will be awarded on a priority basis on the following criteria:
1.
Facade improvements to
deteriorated individual buildings that have evident physical
deterioration or design elements that do not meet current City design
practices.
2. Facade improvements to historically designated buildings.
3. Facade improvements that upgrade several adjacent buildings. Each
building may apply for a separate grant.
4. Facade improvements that comply with the City's streetscape plans and
studies.
5. Business district support of the project. Projects not located within
a business district will not be penalized.
6. Replacement of deteriorated business signs (in compliance with sign
design goals). Eligibility includes replacement of a pole sign with a
monument or building sign.

Grant application submittal is November 3, 2008

applications for completeness from January 5, 2009 through
January 30, 2009.

through February 15, 2009.

Application is
forwarded to review committee for design approval. Processing
fees can be included in grant requests.

Applicant submits application, plans, and processing fee to the
Building Division (as required)

Construction

of project the City provides remaining 50 percent of grant funds
Note: The
American with Disabilities Act requires some handicap upgrades when
a building permit is required. Please contact the Building Division
about possible additional costs and include these in your grant
submittal. |

Application
Procedure and Review Process |

Submit a completed
application to the Planning, Engineering, and
Environmental Compliance Division (PEEC), City Hall,
Monterey, CA 93940. The property owner(s) as well as
the applicant must sign the application. The
indemnification agreement on page two of the application
must also be signed. |

Submit a detailed written
outline and project plans of the proposal. All plans
must clearly describe the improvements that are
proposed. Please discuss proposed projects with PEEC
staff prior to spending any money on preparation of
plans or design development. Staff can provide direction
regarding the extent of drawings and/or plans that will
be required. |

Submit
photographs of the proposed area of work.

Submit a minimum of two
estimates from licensed contractors.
|

Submit a project budget
(contractor estimates, building permit fees and any
required handicap upgrades).

The
completed application and submittals will be reviewed by
a committee consisting of one PEEC staff member and two
(2) members of the Architectural Review Committee. The
review committee will evaluate applications based on the
eligibility criteria. Please check with the Planning,
Engineering, and Environmental Compliance Division about
possible processing fees so this can be included in your
application.

The
applicant may be required to obtain a building permit
for certain types of construction work. Building permit
fees are based on the value of work. Please call the
Permit and Inspection Services Division at 646-3891 if
you are interested in receiving an estimate of these
fees. The Permit and Inspection Services Division may
identify other upgrades/requirements such as handicap
improvements per the Americans with Disabilities
Act. These costs must be included in any grant
application.

The City will notify the
property owner and applicant in writing of the approved
grant funds.

Each
property owner is required to enter into an agreement to
perform the work as described in an application. Upon
signing the agreement, the City will issue 50 percent of
the approved grant amount. Funds not used to pay for
work completed by June 1, 2009 must be returned to the
City of Monterey.

All
projects must be completed by June 1, 2009. Proof of
completion consisting of a photo(s) of the completed
project along with the final invoices and proof of final
bill payment must be submitted before the balance of the
grant funds will be issued. Projects that fail to meet
the deadline will forfeit any remaining grant funds
(unless an extension has been approved by the City).
