Monterey Police Department Promotes Two
The Monterey Police Department is proud to
announce the promotion of Officer Terry DeSalvo to Sergeant and the
promotion of Lieutenant Phil Penko to Deputy Chief of Police. Both
promotions became effective on Sunday, January 20, 2008 and a
swearing ceremony was held on Thursday, January 31, 2008.
Terry DeSalvo joined the Monterey Police
Department in 1989 after first serving nine years with the
Cincinnati, Ohio Police Department where he worked as a Patrol
Officer, Vice Squad Officer, on the Robbery Task Force, and was
Motorcycle trained. Since coming to Monterey, Sergeant DeSalvo
worked as a Patrol Officer, K-9 Officer, Field Training Officer and
also served as a Hostage Negotiator.
Sergeant DeSalvo has attained his Advanced
Certificate from the California Commission on Peace Officer
Standards and Training, and has attended classes at Monterey
Peninsula College.
Philip Penko began his career with the Monterey
Police Department in 1985 and has worked as a Patrol Officer,
Traffic Officer, on the DUI Enforcement Team, Detective and as the
Community Resource/Public Education Officer. He was promoted to
Sergeant in 1999, where he served as a supervisor in Patrol,
Investigations and Special Services. He was promoted to Lieutenant
in 2004 where he served as a patrol Watch Commander and Community
Policing Coordinator.
Deputy Chief Penko has a Bachelor of Arts Degree
in Biological and Cognitive Psychology from San Jose State
University and a Master of Science Degree in Human Resource
Management from Chapman University.
