Chief Shelby has been a member of the Monterey Police
Department since 1979. During his many years of service to the
community, Chief Shelby has held many
challenging and exciting assignments, including Field Training
Officer, Detective, Community Action Team Officer, Sergeant,
Lieutenant, and Captain. He was promoted to Deputy Chief in 1998.
Since that time, he has managed both the Support Services Division
(Investigations, Records, Property/Evidence, and Jail Operations),
and the Field Operations (Patrol) Division. In June 2007, Shelby was promoted to Chief of
Police.
Chief Shelby holds a Masters Degree in Human Resource Management and
Development from Chapman University. He has also attended the
California Peace Officer Standards and Training (POST) Supervisory
Leadership Institute and the Command College.
Chief Shelby believes one of
his most significant challenges is leading the members of the
department into the 21st century. “As the needs of society change so
must the services that law enforcement provides. To be successful in
this profession requires foresight, flexibility, innovation.”
Off-duty, Tim enjoys spending time with his family, reading,
mountain biking, gardening, and cooking.

Michael Aspland, Deputy Chief

Mike Aspland began his service with the
Monterey Police Department in September 2003 as a Deputy Police
Chief. He is responsible for overseeing the operations of the
investigations unit, the jail facility and the records section. He
also leads the M.P.D. Business Practices Working Group to evaluate
how we provide our services to the community and support the police
staff. Mike began his career with the Santa Barbara Police
Department in 1988 and achieved the rank of lieutenant before
arriving in Monterey. He served in a variety of positions including
patrol officer, street crimes enforcement officer, school resource
officer and community policing beat coordinator. As a sergeant he
supervised a patrol unit, the police K-9 unit and the community
policing unit. He left Santa Barbara managing a patrol team and
serving as the public information officer. Mike holds a Masters
Degree in Public Administration from California Lutheran University.
Mike enjoys spending time exploring the west coast with his family in their

Phil Penko, Deputy Chief

Phil Penko has been with the Department
since 1985. During that time he served as a traffic officer, detective, Public Education
Officer, Special Services and Investigations Sergeant, and patrol Watch Commander. He
holds a bachelor's degree in biological and cognitive psychology and a master's degree in
human resource management.
Phil enjoys spending time with his wife and two children. He also likes fishing, woodworking and playing golf.

Randy Roach, Lieutenant

Randy Roach has been with the
Department since 1980. He has served in several positions including patrol officer,
Field Training Officer, Motorcycle Traffic Officer, Juvenile Detective, Patrol
Sergeant, Detective Sergeant, Patrol Lieutenant and Investigations Lieutenant.
He is married to his wife Ann and has three children, Angela, R.J. & Cody
His interests include being with his family in their activities which include
boating, fishing, hot rods, restoring vintage pedal cars and PEZ collecting. He is a
member of Gold Coast Rods in Monterey

Jeff Jackson, Lieutenant

Jeff has been with the Department since
1990. Prior to the joining the Monterey Police Department he
was a Reserve Police Officer with the Chico Police Department from
1987 - 1989. He has a Bachelor's degree in Accounting from
California State University, Chico and a Masters Degree in Public
Administration from Golden Gate University. Jeff has had
several assignments including patrol, training, personnel,
investigations, and public information officer.

Leslie Sonne, Lieutenant

Leslie has been with the department
since 1988 after starting her career with the Hanford Police
Department in 1986. She is a native of Monterey and began her career
with the city working for the Parks and Recreation Department during
high school. She has a Bachelor's degree in Criminology from Fresno
State and a Masters Degree in Public Administration at
Golden Gate University. Leslie has experience in patrol,
field training, investigations and special services.

Randy Taylor, Police Services Manager

Randy joined the city
in 1991 tasked with implementing a new Police and Fire Records Management System. His
responsibilities now include managing the Records, Jail and Operations units, budget
preparation, facility maintenance, and public information. He is a graduate in Business
from Arizona State University.
Randy enjoys time with family and friends and really enjoys playing
18 holes of golf.
