Special Information
This position is non-sworn and is assigned to the City Jail and Records
Section of the Police Department. At the present time, the City has an
opening for a male Police Services Technician and we will only test males.
This is authorized under California Penal Code 4021. Candidates who pass the
testing process will be placed on an eligibility list. This list may be used
to fill additional positions that become available during the life of the
list.
The Police Services Technician position requires the ability to work with
people under adverse conditions with sensitivity and understanding. The
person hired must be willing to accept responsibility for the care and
safety of prisoners, perform recordkeeping duties, and be willing to
work day or evening shifts, holidays, and frequent overtime. The
selected candidate will be required to pass an extensive background
investigation, which will include a psychological examination and a
polygraph test.

A limited number of applicants who clearly show that they most closely meet
the needs of this position in terms of training, experience, education, and
other job-related characteristics will be accepted to participate in the
selection process. This process will include evaluation and initial
screening of the standard City application to determine which candidates
progress to the next phase of the recruitment process and may include a
written test, panel interview and a final departmental interview. Selected
candidate will be required to take a physical examination, which will
include drug screening, and sign a loyalty oath.

Under general
supervision, to search, book, care for, and release prisoners; to perform
all aspects of police records functions; to release police records
information to authorized persons; to dispatch information and maintain
contact with officers in the field; to answer the telephone and greet the
public at the department information counter, providing a variety of
information and assistance; and to do related work as required. |

Duties may include, but are not limited to,
the following:
Searches, photographs, fingerprints, and books incoming prisoners of the
same sex; establishes and updates booking records; inventories and takes
custody of inmate property; places prisoners in cells; prepares and serves
meals to prisoners; monitors inmate health and safety; takes and places
telephone calls relating to prisoners; preserves evidence; accepts bail and
releases prisoners; transports equipment, evidence and prisoners; gives
testimony in court; performs intoxilyzer tests and records results; prepares
reports regarding prisoner conduct and jail operations; performs
transcription of police reports; performs a variety of records maintenance
and report preparation assignments for the department; indexes case records
and incident reports; processes and files Notices to Appear, citations,
warrants, and other documents; maintains and updates daily logs; maintains
recordkeeping systems for lost and stolen property; processes information
for searching, updating, and revising computerized files; compiles periodic
reports; operates a radio to maintain contact with officers in the field and
provides records information, as needed; operates telecommunications systems
to input and request information; confirms outstanding warrants with other
law enforcement agencies; answers the telephone and greets the public at an
information counter, providing a variety of information and referring them
to other staff as appropriate; operates a variety of office equipment; may
work various shifts and hours, including holidays and weekends. |
| Requirements |
Any combination equivalent to experience
and education that would likely provide the required knowledge and abilities
would be qualifying. A typical way to obtain the knowledge and abilities
would be:
Education and Experience:
Any combination equivalent to graduation from high school or GED and one (1)
year of clerical experience. One year of work experience in position
requiring extensive public contact is highly desirable. The ability to type
at a rate of 45 net words per minute (within 6 months from date of hire).
Must be in good physical health.
Knowledge and Abilities:
Knowledge of: Office methods, principles, operations and procedures;
knowledge of the development and maintenance of filing and recordkeeping
systems; knowledge of correct English usage, spelling, grammar, and
punctuation.
Ability to: Learn the laws of arrest and rules of evidence; learn the laws,
rules, and requirements for release of information from police records;
learn procedures, methods, and policies for the booking, care, and custody
of prisoners; learn to operate telecommunications and computer systems.
Additional License/Certificate/Requirements:
● Must possess a valid California Driver’s License and
have an acceptable driving record.
● Successful completion of the Police Records Training
within the first year of employment.
● Successful completion of the California Correctional
Officer Academy within the first year of initial
employment, supplemented by 24 hours
of annual training approved by Standards and Training for
Corrections.
● Employee must obtain First Aid and CPR certification
within six months of employment.
● Must provide proof of typing 45 net words per minute
within six months of employment.
● Ability to pass a background check, polygraph and
psychological exam.
● Ability to pass a City physical examination.

Compensation |
|
Scheduled Monthly Salary: $3,798 (step 1)
- $4,616 (step 5)
Uniform Allowance: $60.00 per month
Night Shift Differential: Additional $1.00/hr for regularly scheduled
hours between 6:00 p.m. and 6:00a.m.
Deferred Compensation: City will match employee paid contributions to
a maximum of $50.00 per month.
Longevity Pay: Additional 5% pay upon completion of 20, 25, and 30
years of service.
Retirement: 2.7% at 55 highest year formula. Employee’s 8%
contribution to PERS is tax deferred. City participates in the Medicare
portion of Social Security.
Health Plan Spending Fund: A minimum of $548.29 per month up to
$1,084.00 per month dependent upon level of participation (or cash-in-lieu
of benefits) may be used to purchase medical benefits for the employee and
dependents through the PERS Health Plan Program, dependent dental,
additional life insurance, deferred dependent care, and/or health care
expenses not reimbursed by a medical carrier. Any unused portion of the
Health Plan Spending Fund per month is paid as taxable income.
Dental: Fully paid employee coverage.
Vision: Fully paid for employee and eligible dependents.
Life Insurance: $20,000 policy paid by the City, with an option to
purchase additional coverage up to $100,000.
Fitness Pass: Fitness Pass Program available for use of the City of
Monterey Sports Center.
Sick Leave: 12 days per year.
Holidays: 13 paid days annually plus 1 floating holiday.
Vacation: 1-5 years/10 days; 6-10 years/15 days; 11-15 years/ 17
days; 15+ years/20 days; 20+ years/23 days.
Tuition Reimbursement: $1,000 per fiscal year.
Continuing Education Incentive Program: If you have a college degree,
you may qualify for 5% premium pay on base salary (for a Baccalaureate
degree) or 7.5% premium pay (for a Master’s degree) upon completion of
probation.
