Objective and Scope |
The City of Monterey’s Housing and Property Management Division
administers and manages a Housing Rehabilitation Program which
encompasses a variety of housing rehabilitation and home repair
grants. The program is intended to improve the condition
of substandard owner-occupied single-family homes with special
emphasis placed upon the remediation of health and safety housing
issues.
The City of Monterey employs a housing rehabilitation program staff
member who works closely with participating homeowner(s) and helps
to select a contractor, inspect all work completed and supervise
construction along with the contractor, all at no cost to the
homeowner.
The Housing Rehabilitation Program is
supported by Community Development Block Grant (CDBG) funds, which
are provided by the U.S. Department of Housing and Urban Development
(HUD). As a HUD-designated “entitlement community”, the City of
Monterey receives an annual allocation of CDBG funds.
Program Eligibility Requirements |
This program is restricted to low-income City of Monterey residents
who own and occupy single family homes within City limits.
Income eligibility for these programs is determined by comparisons
with the U.S. Department of Housing and Urban Development (HUD)
income limits currently in effect at the time of program
application. Program eligibility is restricted to resident
homeowners whose annual income is below 80% of the area median
income, as adjusted for household size. Please refer to the current

Senior citizens, disabled persons, and other special needs
households are given first priority, as funds are available.

All of the housing rehabilitation and
home repair loan and grants available under the Housing
Rehabilitation Program are subject to distinct program terms and
conditions as indicated below: Click on the links

Fix It Grant Program
Includes the provision of grants for funding of minor housing repair
projects including but not limited to toilet repair,
repair/replacement of doors, locks, or screens, installation of a
new water heater, etc. Grant limits are not to exceed $1,250 and no
repayment of grant funds is required.

Safety Grant Program
Includes the provision of grants for funding of minor home safety
enhancements including the provision of a new fire extinguisher,
installation of new smoke detectors, and chimney inspection/cleaning
as needed. Grant limits are not to exceed $1,250 and no repayment of
grant funds is required.
Details
Housing Accessibility Assistance Grant
Program
Includes the provision of grants for funding of
housing accessibility repair projects including but not limited to
installation of safety bars in the bath/shower, and installation of
ramps, etc. Grant limits are not to exceed $4,500 and no repayment
of grant funds is required.

Before contacting our office to request an application, please
confirm that you meet the eligibility criteria described above and
indicated below:

You currently own a single-family home located within the City of
Monterey
- Your home must be
owner-occupied
- You do not currently rent out any
rooms in your home
- Your total household income (including
the combined earnings of all members of your household over the
age of eighteen (18) earning income) does not exceed 80 percent of
area median income, adjusted for household size, as indicated on
the Annual Income Limits chart (insert income chart here).

to schedule a Housing Rehabilitation Program intake interview via
telephone. This intake interview includes a confirmation of your
program eligibility, a discussion of your unique housing
rehabilitation needs, and an overview of applicable grant and/or
loan programs with available funds. Upon completion of this intake
interview, the Housing and Property Management Division will provide
you with the appropriate application forms.
