Land UseManaging the development of
land within the City limits takes research and analysis. The impacts on
traffic, residential and commercial neighborhoods,
as well as the environment, must be carefully considered. As a result,
the City develops policies and guidelines and works with community
members to ensure that orderly and harmonious physical growth occurs.
Future Outlined in General
Plan Update
Update of the City’s General Plan,
which helps guide
policies and priority projects over some 20 years, has moved on
to the environmental review stage.
This summer, community members and organizations had
the opportunity to review and comment on the draft Environ-mental Impact Report (EIR) for
the General Plan. The EIR details how the goals and
programs outlined in the plan will affect and change the community.
The General Plan addresses required subjects including land use,
circulation, housing, conservation, open space, safety and noise.
In addition, the City has included guidance on historic preservation, urban
design, social issues, economic matters and public facilities.
The next step?
This fall, City staff and the EIR consultant will prepare responses
to the comments and questions provided on
the draft EIR. Then the Final EIR, including the
comments and responses, and the draft General Plan will go before the
Planning Commission and on to
the City Council for consideration.
The General Plan update and draft EIR are posted online at

The documents are also available for review at the Monterey Public Library
and the Planning Division at Colton Hall. Hard copies of the plan can be
purchased at the Planning Division for $15, while
the draft EIR is available for free.
