Housing Rehabilitation Loan Programs

The City of Monterey’s Housing and Property Management Office administers and manages a Housing Rehabilitation Program which encompasses a variety of housing rehabilitation home repair loans.

The Housing Rehabilitation Program is intended to improve the condition of substandard owner-occupied single-family homes with special emphasis placed upon the remediation of health and safety housing issues.

The Housing HCD Coordinator works closely with participating homeowner(s) and helps to select a contractor, inspect all work completed and supervise construction along with the contractor, all at no cost to the homeowner. Major Rehabilitation Loan Program
Major Rehabilitation Loan ProgramThe Major Rehabilitation Program provides a low-interest loan up to $90,000 to eligible low income homeowners. Because the loan is a deferred payment 5% simple-interest loan, interest is calculated on the loan only. The homeowner does not repay the loan until the home is sold, the title is changed or thirty years has passed. The program assists homeowners with major rehabilitation or modernization of their home. Major repairs include new foundations, bringing the home up to current Uniform Building Code and repairing or replacing major systems to meet health and safety requirements. The City assists the homeowner in screening the contractor and coordinates inspections of all work. The U.S. Department of Housing and Urban Development (HUD) provides funding for the program, so all loans must include a lead-based paint inspection. Any lead-based paint must be addressed pursuant to HUD guidelines.
Emergency Repair Loan Program
Emergency Repair Loan ProgramThe Emergency Repair Program provides low interest loans that are deferred-payment 5% simple-interest loans. Since the loan payments are deferred, they do not have to be repaid until the homeowner sells their home, title is changed or thirty years has passed. The program provides low-income homeowners the opportunity to make emergency repairs to their homes. After the loan is processed, the City will provide assistance with items such as: new roofs, electrical systems, plumbing, new bathroom items and new forced air heating systems. These loans assist those on fixed incomes so they can live in more comfortable conditions or remain in their homes.

The Housing Rehabilitation Program is supported by Community Development Block Grant (CDBG) funds, which are provided by the U.S. Department of Housing and Urban Development (HUD). As a HUD-designated “entitlement community”, the City of Monterey receives an annual allocation of CDBG funds.
This program is restricted to low-income City of Monterey residents who own and occupy single family homes within City limits.

Income eligibility for these programs is determined by comparisons with the U.S. Department of Housing and Urban Development (HUD) income limits currently in effect at the time of program application. Program eligibility is restricted to resident homeowners whose annual income is below 80% of the area median income, as adjusted for household size. Senior citizens, disabled persons, and other special needs households are given first priority, as funds are available.

Rehabilitation Loan and Grant Application


The deadline to submit the Application and required documents will be posted here. Before completing the Application, kindly review the information below to ensure that you meet the eligibility criteria indicated below:

  1. You currently own a single-family home located in the City of Monterey;
  2. Your home must be owner-occupied;
  3. You do not currently rent out any rooms in your home; and,
  4. Your total household income (including the combined earnings of all members of your household over the age of eighteen (18) earning income) does not exceed 80 percent of area median income, adjusted for household size, as indicated on the HUD Household Income Chart
    Annual Income Limits

If you satisfy the above criteria, please submit your completed application to the City of Monterey's Housing and Property Management Division. Upon receipt, you will be scheduled a Housing Rehabilitation Program intake review. This intake review includes a confirmation of your program eligibility, a discussion of your unique housing rehabilitation needs, and an overview of applicable grant and/or loan programs with available funds.
