1999-2000 City Council Priorities


homework palsm.jpg (29291 bytes)Each year the City identifies a set of priorities that help establish our budget and guide our projects and work programs. They are divided into six categories: Public Facilities, Public Safety, Historic Preservation, Land Use, Economic, Social. To learn more about City priority activities, read the City's annual report.

Public Facilities - the buildings or land owned or leased by the City

  1. Window-on-the-Bay/Monterey Bay Waterfront Park: Develop funding strategy and Implementation Plan for all of Window-on-the-Bay. Complete acquisition of certain properties west of Park Avenue by the end of 2000.
  2. Develop Civic Center Implementation Plan for new general office building and Public Safety needs to include design, environmental review, and finance.
  3. Develop Sports Center expansion construction drawings, finance plan, environmental review, and fund-raising plan.
  4. Expand participation in Department of Defense (DOD) demonstration project for provision of City services on military installations. Increase lease and leaseback arrangements at the Presidio of Monterey (POM) to gradually take over many of the facilities previously operated by the Department of the Army to help insure the retention of the military presence in Monterey and expanded City services such as child care.
  5. Develop long-term funding plan for WAVE and strategy for expanding service to N. Fremont and Munras Ave.
  6. Complete Senior Center renovation.
  7. Initiate upgrade of City-wide Records Management System.

Public Safety - the police and fire departments

  1. Continue to build community’s "sense of safeness" in school, at work, and at home.
  2. Evaluate feasibility of adding a "mentoring" component to Youth Diversion Program.
  3. Expand emphasis on traffic planning and traffic safety.
  4. Further expand use of volunteers in police services.
  5. Develop pilot Community Oriented Policing and Problem Solving (COPS) program for the North Fremont business and residential areas.
  6. Complete analysis and initiate implementation of changes in Fire Dept. management organization and service delivery.
  7. Develop and implement strategy for emergency medical response funding.

Historic Preservation - policies and programs regarding historical sites and activities

  1. Complete the Cannery Row Survey for buildings and districts.
  2. Complete the review and approval process for Historic Master Plan; implement Master Plan by completing surveys and modifying Historic Ordinances as needed.
  3. Initiate implementation of Lower Presidio Historic Park and Museum.
  4. Expand Public Education on historic preservation programs.
  5. Provide more incentive programs to encourage property owners to participate in historic preservation program.
  6. Implement sesquicentennial plans.

Land Use - issues about physical growth and development activities in the City

  1. Initiate process to update General Plan to insure future growth is managed so as to protect community values.
  2. Complete specific plan for the "Tynan Lumber" area.
  3. Complete the Coastal Plan Implementation Program with particular focus on establishing consistency between zoning ordinance and Harbor Land Use Plan.
  4. Complete Del Monte Beach Re-subdivision, EIR, and amendment to local coastal plan.
  5. Complete review of upcoming Cannery Row projects to insure any projects approved are consistent with the Cannery Row Land Use Plan.

Economic - development of City-owned property as well as programs that enhance our community's vitality

  1. Complete C-21 project.
  2. Encourage completion of Cannery Row Hotel.
  3. Develop a plan for the continued economic revitalization of North Fremont business area and surrounding residential neighborhoods.
  4. Integrate tourism and conference promotion efforts to maintain Monterey’s tourism and meeting market share in the most cost-effective way.
  5. Develop and execute strategy to protect and expand that portion of our economic base associated with Federal and State activities.
  6. Encourage retention and expansion of existing local businesses.
  7. Complete "supplemental water" feasibility study and initiate implementation.
  8. Maintain economic vitality of Del Monte Center.

Social - community outreach programs, workshops and volunteer opportunities

  1. Develop child-care center at Presidio site.
  2. Evaluate the adequacy of current afterschool programs by site to meet community needs.
  3. Evaluate adequacy of current programs for older teens.
  4. Expand Public Education and involvement through PEG Access and other public outreach programs.
  5. Continue to expand community volunteer program.
  6. Broaden City’s participation in Community of Caring Monterey Peninsula.
