2003-04 City Council Priorities


Each year the City identifies a set of priorities that help establish our budget and guide our projects and work programs. They are divided into eight categories:

Public Facilities/Public Works | Historic Preservation | Land Use
Housing | Social | Public Safety | Economic | Staff Development

Public Facilities/Public Works
  1. Window-on-the-Bay Park:
  • Complete acquisition of two remaining properties within the West project area; (Community Development)
  • Complete design/environmental review of Del Monte traffic operations and safety improvements from El Estero to Sloat. (Public Works)
  • Revisit the vision for the "Priority B Area," and develop a strategy and timeline for implementation. (Community Development)
  1. Catellus Property:
  • Complete Catellus area planning effort. Evaluate appropriate use of passenger depot building on west side and level of preservation effort to be put forward on freight building on east side. Initiate phase 1 implementation improvements. (Community Development)
  1. Complete Public Service Center EIR, financing plan, design, construction documents, and initiate construction for reduced size facility. (Public Facilities)
  1. Obtain permanent legislation supporting City/DOD Municipal Services and expand participation in the Department of Defense demonstration project for provision of City services on Military installations. (CMO)
     
  2. Update Storm Drain Utility, Sanitary Sewer, and Pavement maintenance needs and financing mechanism. (Public Works)
     
  3. Implement high priority circulation improvement and maintenance projects on Lighthouse/Del Monte corridor and Highway 68, with a specific emphasis on implementation of Council decisions regarding Phase 2 of Lighthouse Avenue improvements, Del Monte reconstruction between Palo Verde and Sloat; initial exploration of feasibility of a second entrance to the hospital, completion of the South Boundary Road/Ragsdale/Highway 68 intersections, and completion of environmental documentation for Highway 68 improvements from the hospital to Highway 1.   4. Work with Coast Guard to improve operation and maintenance condition of Coast Guard facilities. (Public Facilities)
     
  5. Complete analysis of potential Navy leases for Del Monte Lake Park, Sports, Recreation and other facilities. (Public Works)

Historic Preservation
  1. Complete feasibility analysis of use of State Theatre as addition to Conference Center/Performing Arts Center. (Public Facilities)
     
  2. Establish the process for Cannery Row Historic Districts, including review of various options for historic districts and historic preservation, and develop a historic district according to that process. (Community Development)
Land Use
  1. Complete the comprehensive update of the general plan and initiate major land use, housing, parking, and transportation measures, including pedestrian/bike circulation. (Community Development)
     
  2. Complete the Coastal Plan Implementation Program after review by the Coastal Commission. (Community Development)
     
  3. Complete Old Town Area Plan. (Community Development)
Housing
  1. Complete review and implement changes to the City’s Inclusionary Housing ordinance.

  2. Identify at least one specific major workforce housing project in collaboration with other agencies and/or key stakeholders. Develop an action plan for possible implementation.

  3. Analyze and report on the potential for multi-family rental rehabilitation loan and/or grant programs to retain and promote more affordable rental housing units. (Community Development)

Social
  1. Expand collaboration with the school district regarding programs, maintenance, and shared-use of existing buildings. (CMO)
Public Safety
  1. Continue to coordinate with other local fire departments to explore a higher level of service to the entire region through consolidations. (Fire)
Economic
  1. Insure long-term Revenue/Expenditure balance in the City’s operating budget. (CMO)
     
  2. Work with developer and landowner to complete construction of the Monterey Peninsula Hotel and the preservation of open space at McAbee Beach. (Community Development)
     
  3. Complete the plan for the economic revitalization of the North Fremont business area in concert with surrounding residential neighborhoods and the Fair Grounds (Comm Devel.)
     
  4. Develop plan for revitalization of Safeway store on City-owned property on Munras.
    (Community Development)
     
  5. Determine cost of City services and adjust fees where appropriate. (Finance)
     
  6. Prepare and begin implementation as appropriate a strategic plan for the introduction of
    "E-GOV'T" business systems. (CMO)
Staff Development
  1.  Expand staff development and supervisory leadership programs to provide opportunities for City employees to enhance performance and professional growth. (Personnel)
