2001-02 City Council Priorities


homework palsm.jpg (29291 bytes)Each year the City identifies a set of priorities that help establish our budget and guide our projects and work programs. This year they are divided into eight categories: Public Facilities/Public Works, Housing, Public Safety, Historic Preservation, Land Use, Economic, Social and Staff Development.

Public Facilities/Public Works

  1. Window-on-the-Bay Park:
  • Complete acquisition of two remaining properties within the West project area;
  • Begin design/environmental review of Del Monte traffic operations and safety improvements from El Estero to Sloat.
  1. Catellus Property:
  • Complete Catellus property acquisition and area planning effort.
  1. Initiate construction of the Monterey Sports Center expansion.
  2. Complete Civic Center Phase I financing plan, design and construction documents.
  3. Obtain permanent legislation supporting City/DOD Municipal Services and expand participation in the Department of Defense demonstration project for provision of City services on Military installations.
  4. Develop operational and funding program for a long-term visitor shuttle program.
  5. Complete Library Facilities Master Plan.
  6. Complete analysis of potential Navy leases for Del Monte Lake Park, Sports, Recreation and other facilities.
  7. Update Storm Drain Utility, Sanitary Sewer, and Pavement maintenance needs and financing mechanism.

Historic Preservation

  1. Support efforts to preserve the State Theater
  1. Implement "seamless" Historic Monterey Plan to include marketing, preservation, maintenance, programming and interpretation of Monterey’s rich array of historic resources.

Land Use

  1. Develop a comprehensive update of the General Plan.
  2. Complete the Coastal Plan Implementation Program after review by the Coastal Commission .
  3. Complete process for the re-subdivision of Del Monte Beach, EIR, and amendment to the Local Coastal Plan. Coordinate final approval with the Coastal Commission.
  4. Complete Old Town Area Plan.

Housing

  1. Complete review of inclusionary housing ordinance and affordable housing program.
  2. Create a clearinghouse to match seniors in need of housing with landlords who want responsible tenants and expand housing programs for seniors.

Social

  1. Develop an integrated plan for addressing the needs of children and young adults.
  2. Expand public education and involvement through PEG cable access and other public outreach programs.
  3. Expand volunteer opportunities with particular emphasis in Public Safety.

Public Safety

  1. Coordinate with other local fire departments to provide a higher level of service to the entire region through consolidations of mutual aid and first responder programs.
  2. Institute "Community Restoration" programs to provide increased attention and follow-up service to the victims of crime.

Economic

  1. Work with developer and landowner to complete construction of the Monterey Peninsula Hotel and the preservation of open space at McAbee Beach.
  2. Complete the plan for the economic revitalization of the North Fremont business area in concert with surrounding residential neighborhoods.
  3. Develop plan for revitalization of Safeway store on City-owned property on Munras.
  4. Work with Airport and business community to return commercial jet air service to Monterey Peninsula Airport.
  5. Determine cost of City services and adjust fees where appropriate.

Staff Development

  1. Expand staff development and supervisory leadership programs to provide opportunities for City employees to enhance performance and professional growth.
