PROJECTS FULLY FUNDED WITH BASE ALLOCATION.

  1. Via Mirada & Fremont Intersection Traffic Improvements - Study ($4,008)
    This is a study of different alternatives to improve the safety of the intersection at Via Mirada and Fremont Avenue for traffic coming from Monterey Peninsula College and residents from Alta Mesa coming onto Fremont Avenue.
     
  2. Alta Mesa & El Dorado School Bus Stop Bench ($1,500)
    Provides a bench for people, particularly children, waiting for the school bus.
     
  3. CONA Community Center Ceiling Fans ($500)
    Add two (2) ceiling fans to the CONA Community Center to help air circulation for large gatherings.
     
  4. CONA Street Tree Program ($7,500)
    Provide street trees for specified areas coordinated between the Neighborhood Association and the City Forester.

  5. Parking Lot Enhancements at End of Beach Way ($7,900)
    Install railroad ties between the sand and sidewalk areas to keep sand from carrying-onto the sidewalk. Additionally, it will provide for stairs leading from the parking lot to the beach and for "a few" fire rings for beach users.
     
  6. Streetlight at Virgin Avenue and Branner Avenue ($1,500)
    Install one (1) streetlight adjacent to the park at the intersection at Virgin and Branner Avenues.
     
  7. English Avenue, Pedestrian/Bike Path Feasibility Study ($7,500)
    Evaluate alternatives and costs for providing pedestrian and bike path traffic for safe passage from Montecito for people going to the bike trail, to the bus stop, to the produce market and other businesses located along Del Monte Ave.
     
  8. Dog Walk at Lower End of Via Paraiso Park ($3,000)
    This project is to provide a place for local residents to walk their dog in Via Paraiso Park with the idea of reducing "dog walking" activities within the park area itself. There will be "clean-up" bags and disposal containers to help keep the area clean.
     
  9. Lyndon 600 Block AC Curb, West Side ($14,000)
    This project will provide an asphaltic concrete (AC) curb on Lyndon Street between Lyndon and Prescott on the West Side. This project will help define the edge of the decomposed granite walk so drivers do not park on it.

  10. New Monterey Street Trees, Phase 3 ($3,000)
    This project is a continuation of previous year tree planting projects and will be coordinated between the neighborhood and the City Forester to plant trees in New Monterey.
     
  11. Line Street 400 Block Drainage ($15,000)
    This project will improve the drainage problems on Line Street between Hawthorne and Laine and will provide for concrete valley gutters and other drainage improvements for better control of storm water runoff in this area.
     
  12. Withers 2200 Block Drainage ($2,000)
    This project is to remove kikuyu grass, replace base rock and rebuild a drain line on Withers Avenue between Jessie and Lobos on the north side.
     
  13. Old Town Tree Planting Phase 2 ($2,500)
    This is a continuation of the tree planting program which is coordinated between the residents and the City Forester to plant trees in various locations in the public right of way in this neighborhood.
     
  14. Casa Verde/Helvic/Portola Landscape Island ($2,000)
    This project is to landscape with low growing shrubs and other types of vegetation, the island at this intersection which is currently decomposed granite.

OTHER FUNDED PROJECTS, Including partial base allocations

  1. Crandall Drainage Improvements at 11, 21, 31 & 41 ($200,000)
    This project is to provide erosion control for a drainage area in front of these four residential properties as noted. This work will prevent further erosion and property damage resulting from high storm runoff flow. Because this project is on private property from which an easement has been obtained and has been brought to the Council for their discussion and approval.
     
  2. Old Town Traffic Calming Plan - Area #1 ($200,000)
    This project provides for three partial medians on Franklin Street - one just below the DLI Gate at Bowen with the provision for an entry sign on the 1200 block, one on the 1100 block, and one on the 1000 block.
     
  3. New Monterey Drainage Phase 1 - FY03 ($208,000)
    This project will provide drainage improvements on the Jessie Street 800 and the Lyndon Street 800 blocks. The improvements will include catch basins and pipes and will fill-in existing ditches which will provide additional parking space for residents on Lyndon Street. Drainage improvements on Jessie are primarily swale reconstruction for control of surface drainage.
     
  4. English/Montecito Intersection - Decorative Crosswalk ($42,000)
    This project will provide for new crosswalks at the English and Montecito intersection. The crosswalks will be constructed of a material different than AC to delineate the crosswalk alerting motorists that this is a high use pedestrian intersection.
     
  5. Casanova/Ralston Crosswalk Improvements (Pavement Treatment) ($25,000)
    This project will provide an extended curb at the Casanova and Ralston intersection to shorten the distance pedestrians crossing at Casanova Avenue. The crossing will be constructed of a "special" pavement treatment to clearly delineate it for motorists to indicate this is a high use pedestrian crossing.

  6. Monterey High School - Field and Track Restoration ($50,000)
    This project was approved as matching funds against "other monies" being provided for improvements for the Monterey High School and Football/Multi-purpose field. The committee believes there is a great deal of use of these facilities for residents after school hours, particularly the track.
     
  7. North Fremont Traffic Signal Coordination ($30,000)
    This project was approved to synchronize traffic signals to allow "on demand" versus timed signals along North Fremont Street. The traffic coming from the intersection at Canyon Del Rey and Fremont at Seaside and Monterey is on a different timing sequence than at North Fremont. North Fremont signals are timed and do not allow for "on demand" flow resulting in commuters using side streets and cutting through residential areas.
     
  8. NERT Boxes Phase 2 ($62,000)
    This project is a phase II portion of providing NERT containers at various locations throughout the City. This phase proposes locating containers at American Legion Hall, Via Paraiso Park, Oak Newton Park, Del Monte Beach Tot Lot and Monterey Peninsula College.
     
  9. Recreation Trail Crossing Modifications ($52,000)
    This project will modify the intersection of the trail and the street at the intersection of Casa Verde and the Recreation Trail by creating an "s" type configuration which will modify the trail slowing down fast riding bicyclists as they cross Casa Verde.
     
  10. Stuart Street Partial Closure ($8,000)
    This is a traffic calming project which constructs a partial 1 lane closure on the northeast corner of Stuart at Airport Road. The results of this project will eliminate by-pass traffic exiting the airport on the northside development from cutting through Stuart Street to Ramona.
     
  11. Colton Junior High School Ballfield Upgrade ($58,000)
    This project will improve the access to the ballfields at Colton Junior High School and will provide for new backstops and new infield soil. Included in the improvements will be a new safety fence in areas where stray throws or foul balls could strike spectators.
     
  12. Traffic Circle at Hannon and Branner ($100,000)
    This traffic circle project is a part of a design and study approved by Council in prior years to help slow traffic in Del Monte Grove - Laguna Grande neighborhood.
     
  13. Monterey Vista Storm Water Retention Facility - Design Only ($50,000)
    This project is to fund the study and design for developing a storm water retention system in some area in the Monterey Vista neighborhood. The project is intended to design a structure that would have the effect of retaining water to a determined capacity and control releasing it to help reduce flows down stream during heavy runoff.

  14. Casanova/Melway Drainage Improvements ($52,000)
    This project is to provide a new drainage system starting on Casanova just uphill from the entrance to Melway Circle and extending past to the exit of the Melway Circle onto Casanova. This project will eliminate the current drainage problems of water coming down Casanova and flowing down into Melway Circle and will direct the water to continue down Casanova.
     
  15. Eight & Tenth Street Handicap Access Improvements ($35,000)
    This project will complete the construction of a sidewalk in front of the property at 1015 Eighth Street. Sidewalk will be rerouted to the front of the current curb line providing an accessibility for pedestrians down to Camino
    Aquajito without having to cross Eighth and Tenth Street. This will improve upon handicap accessibility as well. This project has been coordinated and designed by the Traffic Engineering Division.
     
  16. Construct Traffic Circle at Casanova and Toyon ($100,000)
    This project is similar to the traffic circle at Hannon and Branner as it is also a part of the traffic calming study and plans to develop for the Del Monte - Laguna Grande neighborhood.
     
  17. Monterey Youth Center - Master Plan Study ($41,616)
    This project is to provide matching funds for the design and master plan development of the Monterey Youth Center. Similarly to the Senior Center this study will determine the program needs and space requirements to "upgrade" the function and operations of the Youth Center.
     
  18. New Monterey Drainage Phase 2 - FY03 ($230,000)
    This project is to improve drainage on the Parcel 700 & 800 blocks, a section of David Avenue and at the Withers 1700 blocks. This project provides for new swales, catch basins and pipe, ditch fill-ins, extended inlets and other improvements as required. Additional parking will be provided for residents with these improvements.
     
  19. Portola Alley Drainage Improvements ($10,000)
    This project is to improve upon existing drainage conditions along Portola Alley to reduce runoff onto the adjacent property on the "downhill" side of the drainage gutter.
     
  20. Roosevelt Street at Bowen and Cedar Streets, Cross Gutters Install ($82,000)
    This project is to provide cross gutters extending along Roosevelt at the Bowen and Cedar Street intersections. Cross Gutters will be installed on both sides of Roosevelt at these intersections.

  21. Monterey Sports Center - Tot Activity Room ($100,000)
    The funding for this project is to support the construction of the Tot Activity Room for the new expansion at the Monterey Sports Center.
     
  22. Skate Park Improvements ($17,000)
    This project is to add additional rails and curbs which have been requested by the skaters using the park. The skate park has been very popular and heavily used. The skaters have requested two additional rails and curbs for more "grinding" opportunities.
     
  23. Veteran's Park Picnic Area Improvements ($16,000)
    This project is to upgrade the picnic tables, barbecues and general picnic area. There are several picnic areas located throughout Veteran's Park. This picnic area is at the intersection of Skyline Drive and Via Del Rey and has not had many improvements over the last several years.
     
  24. Foothill School, Resurface School Playground ($7,500)
    This project is to provide a slurry seal for the upper and lower playground areas of Foothill School. It will also repair and patch the surface for certain areas. This project has $2,500 matching fund coming from the PTA. This school serves several of the neighborhoods in Monterey and the playground and ballfield has high use after school and on the weekends.
     
  25. Entry Wall Beautification - Phase 2 ($18,000)
    This project is for the improvements to the entry wall at Fisherman's Flats. The design of this project has been completed from prior year studies and input from neighborhood residents. This phase is for construction of those approved design improvements.
     
  26. Solar Panels on Buildings at Corp Yard - Study ($5,000)
    This project is to provide funding for the feasibility of providing photovoltaic cells on buildings at the corporation yard and/or other locations for public buildings throughout the City to determine if the benefits would be worth the investment.

CUT-OFF PROJECTS.

  1. Dunecrest/Beach Way Traffic Improvements & Retaining Wall Repair ($50,000)
    This project is to reconstruct a retaining wall near the intersection of Beach and Dunecrest Way to reduce the erosion and sand sluffing onto the sidewalk currently occurring around the existing retaining wall. This project will also realign the stop bar at Dunecrest so stopped motorists can better view the oncoming uphill traffic on Dunecrest.
     
  2. Drainage Improvements at Monterey Circle/Colton Street ($15,000)
    This project will provide simple drainage improvements at Monterey Circle/Colton Street intersection to reduce local flooding in that area.
     
  3. Fremont Right Turn Lane Improvements ($60,000)
    This project will provide additional ac, paint stripping and other improvements associated with creating a third right turn lane on Fremont Avenue extending from Via Mirada to Camino Aguajito.
     
  4. Monterey Vista Traffic Calming Study ($42,000)
    This project is to fund a traffic calming study for the Monterey Vista neighborhood. Similar studies have been approved and completed in prior years for several of the neighborhoods throughout the city.
     
  5. Lake El Estero Lake Edge Phase 3 ($100,000)
    This project is for continuation in providing new shore protection around specified areas of Lake El Estero. Prior phases for this work have completed several hundred feet of shoreline improvements and have eliminated erosion and safety problems associated with the eroded banks.
