City Council Priorities 2000-01

PUBLIC FACILITIES/PUBLIC WORKS

1.  Window-on-the-Bay Park:
    • complete acquisition of two remaining properties within the West project area;
    • Begin design/environmental review of Del Monte traffic operations and safety improvements from El Estero to Sloat.
2.   Catellus Property:
    • develop concept plan and amendments to Harbor Land Use Plan;
    • develop funding plan for purchase of the East parcel.
3.  Complete fund-raising and financing plan and initiate construction process for the Monterey Sports Center expansion.
4.  Complete Civic Center Phase I design and financing plan.
5.  Expand participation in the Department of Defense demonstration project for provision of City services on Military installations.
6.  Develop a plan to solidify WAVE service and future funding.

HISTORIC PRESERVATION

1.  Increase collaboration between the City of Monterey, Monterey History and Art Association and Monterey State Historic Park for the improved preservation, interpretation and promotion of Monterey’s history.
2.  Lower Presidio Historic Park: complete master plan, develop schedule for implementation and complete Presidio Museum exhibition and pathways.
3. Create an integrated database of historical resources, including those owned by the City, Monterey History & Art Association, State Parks and other institutions.

LAND USE

1.  Initiate a comprehensive update of the General Plan.
2.  Complete the Coastal Plan Implementation Program.
3.  Complete the process for the re-subdivision of Del Monte Beach, EIR, and amendment to the Local Coastal Plan.

SOCIAL

1.  Begin child care services at the Presidio Child Development Center.
2.  Develop a plan for addressing the needs of children and young adults that are best met by programs and services offered by the City of Monterey, while continuing to grow our participation in community collaboratives (such as Community of Caring Monterey Peninsula) for service delivery.
3.  Continue with the expansion of public education and involvement through PEG cable access and other public outreach programs.

PUBLIC SAFETY

1.  Expand use of volunteers in police services including the creation of a police reserve unit and police chaplain program.
2.  Coordinate with other local fire departments to provide a higher level of service to the entire region.
3.  Strengthen partnerships with other City departments and community stakeholders via Community Oriented Policing and Problem Solving (COPPS) to enhance the community "sense of safeness."
4.  Explore opportunities ala "Community Restoration" to provide increased attention and follow-up service to the victims of crime.

ECONOMIC

1.  If approved by the City and Coastal Commission, work with developer to initiate construction of the Monterey Peninsula Hotel.
2.  Complete the plan for the economic revitalization of the North Fremont business area in concert with surrounding residential neighborhoods.
3.  Revitalization of Safeway store on City-owned property on Munras.
4.  Expand in-house tourism and conference promotion efforts to maintain Monterey’s market share.

1.  Initiate a staff development and leadership program to provide opportunities for City employees to enhance performance and professional growth.
