Capital Improvement Program
The Capital Improvement Program (CIP) is
comprised of both community improvement projects and neighborhood improvement
projects. Community improvement projects are generally
initiated at the City staff level. Community improvement projects can be funded from
a variety of City funding sources, as well as grants, matching funds, and other
revenues from outside governmental agencies.

Neighborhood improvement projects
can be initiated by citizens, or staff, and are reviewed and voted for inclusion in the
Neighborhood Improvement Program (NIP) by the Neighborhood Improvement Committee.
This committee is comprised of representatives from the various neighborhoods within the
City. Projects included in the Neighborhood Improvement Program are funded from the
NIP Fund, which annually receives 16% of the transient occupancy tax revenue collected by
the City.

Improvement Fund account for 61% of capital improvement project expenditures for
1999-2000.
