Funding has been included in the Planning budget for important studies such as the
historic survey, multi-modal transportation study, and the North Fremont area plan. Funds
have also been included to begin paying stipends to the Historic Preservation Commission
for the first time. In the Housing budget, $900,000 has been appropriated for the
completion of the C-21 mixed-use project which includes a theater, retail, and
low-moderate income apartment units in an important parcel located in the downtown area.
