Public Facilities 

  
 
 

1. Window on the Bay park: continue to secure funding and complete acquisitions in Priority A area, located on the seaward side of Del Monte Avenue between Camino El Estero and Park Avenue. 

 
 

2. Expand participation in Department of Defense (DOD) demonstration project for provision of City services on military installations. Increase lease and leaseback arrangements at the Presidio of Monterey (POM) to gradually take over many of the facilities previously operated by the Department of the Army to help insure the retention of the military presence in Monterey and expanded City services such as child care. 

 
 

3. Complete Civic Center strategy that addresses the present and future space needs in the 
core civic center area. 

 
 

4. Complete Sports Center expansion analysis.

Public Safety

  
 
 

1. Implement OSHA "2+2" requirement in Fire Department and Public Works. 

 
 

2. Continue to significantly expand the use of volunteers in the police department with emphasis on a Monterey Senior Volunteer Patrol Unit to provide extra eyes and ears in the community.

 
 

3. Implement the police dog (K-9) program and expand traffic section.

Historic Preservation

     

1. Complete Citywide History Master Plan and follow up with a Certified Local Government (CLG) grant application for implementation. 

 
 

2. Complete Cannery Row Historic Building survey and complete appropriate zoning.

 
 

3. Implement plans for Lower Presidio Historic Park and Museum, including the areas 
surrounding the Serra statue, the old Spanish Fort, path of history, etc. 

 
 

4. Complete the Historic Process Subcommittee's work and amend policies, programs and regulations, when appropriate. This would also include an evaluation of incentive programs or other approaches to encourage maintenance of historic resources where owners may not have the resources to do so. 

 
 

5. Define which City owned buildings are to be treated as historic or with sensitivity to historic features with regard to improvements or renovations. 

 
 

6. Promote Monterey’s role in the California Sesquicentennial Celebration.

Land Use

  
 
 

1. Demand that any development of Verga Site be appropriately sensitive and consistent  with the Cannery Row Land Use Plan (LUP). 

 
 

2. Complete final Cannery Row LUP implementation. 

 
 

3. Complete Del Monte Beach study, EIR, and implementing vesting tentative map.

Economic

  
 
 

1. Complete construction of project on parcel C-21, bounded between Alvarado, Calle 
Principal, and Franklin Streets and Del Monte Avenue. 

 
 

2. Encourage completion of the Cannery Row Hotel. 

 
 

3. Develop a visitor information packet, transportation system and parking management program to make a visitor's stay more enjoyable and reduce the impacts of visitor traffic on residents, resident-serving businesses, and residential areas.

 
 

4. Focus tourism promotion on maintaining Monterey’s market share.

 
 

5. Work with Community non-profits to further expand economic base associated with 
cultural arts activities and programs such as the State Theatre. 

 
 

6. Reactivate Committee on Research and Education (CORE). 

 
 

7. Update City fee analysis

Social

  
 
 

1. Develop strategy for developing a child care facility at the Presidio of Monterey Child 
Development Center facility. 

 
 

2. Expand Public Education involvement through town hall meetings, surveys, City tours, public, education and government (PEG) cable tv access, and expansion of City Focus 
newsletter.

 
 

3. Increase involvement in the Community of Caring Program with particular emphasis on 
after school initiative. 

 
 

4. Continue to expand volunteer base throughout City departments.
