The General Fund accounts
formost (58%) of the City's funding sources. Taxes are the primary
sourceof revenue for the General Fund, bringing in about 70% of total GeneralFund
revenues. Fees for services provide about 14% of General Fundrevenue.

Enterprise Funds includethe
Parking Fund, Marina Fund, and Cemetery Fund. These funds areused
to account for operations that are financed and operated in a mannersimilar
to private business enterprises, where the costs of providing servicesto
the public is to be recovered primarily through user charges.
Special Revenue Funds includethe Neighborhood Improvement Fund, Gas Tax Fund, Sewer Maintenance Fund,Storm Water Utility Fund, and other special funds for which the revenuesources are regulated by law or ordinance to be utilized for specific purposes.
State and Federal Funds includethe Housing Program revenues, and grants from Federal and State agenciesfor various capital improvement projects. Examples include the CommunityDevelopment Block Grant (CDBG) Fund, Low and Moderate Income Housing Funds,and the Federal Emergency Management Agency (FEMA) Fund.
Internal Services Funds arecomprised of the Vehicle Management Fund, Workers Compensation Fund, EmployeeBenefits Fund, Liability/Property Insurance Fund, and Information ServicesFund. These funds are utilized for the purpose of providinggoods and services to the various departments within the City.
Trust/Reserves include theLibrary
Trust Fund, Tidelands Trust Fund, Sports Center Endowment Fund,Scholze
Park/Playground Trust Funds, and Museum Trust Fund. Reservefunds
are comprised of the reserves for capital replacement set aside forthe
Sports Center, Wharf 2, and other general facilities.
