1998-99 Adopted Budget
NEIGHBORHOOD IMPROVEMENT PROJECTS
 
1. Replace Barbecue Pit at Laguna Grande Park - This project is to add a large barbecue pit to the existing picnic area so that larger groups or families can barbecue at one large pit versus several small ones. Budget: $2,000. 
 
2. Hilltop Community Center Room Divider - This project will be for the installation of a sliding room divider in one of the large classrooms at the Hilltop Community Center. This project will allow multiple uses or events in a large room by different groups and provide more flexibility for the center. Budget: $10,000. 
 
3. Oak Grove Tree Planting - This project is a continuing phase for adding street trees in the Oak Grove Neighborhood. The City's Forester and Parks Superintendent have met with the community to agree on the type of trees to be planted and their locations. Budget: $4,000. 
 
4. Seeno Street Sidewalk Infill - This project is to provide for a concrete sidewalk infill in front of one resident on Seeno Street. The rest of the street has sidewalks. The area currently is covered with grass and could create potential safety problems for pedestrians in that area. Budget: $3,000.
 
5. Monroe Street Sidewalk Infill - This project provides for the installation of sidewalk at four residential locations on Monroe Street. This project will complete the sidewalk improvements and enhance both the appearance and pedestrian safety. Budget: $12,000. 
 
6. Sheperds Place Circle Improvements - This project involves removing the old landscape in the turnaround area at the end of various traffic circles in the Skyline Forest Neighborhood. For this particular project, the island will be made smaller to allow emergency vehicles easier access around the turns. The new landscaping for the turnarounds will also beautify the neighborhood. Budget: $6,000. 
 
7. Montecito Avenue Streetlights - This project will provide streetlights between Alcalde and South Palo Verde on Montecito Avenue. The area is currently very dark and hazardous to pedestrians walking in the evening or for motorists driving in that area at night. Budget: $8,000. 
 
8. Project Contingencies - This represents funding set aside for potential unforeseen contingency requirements that arise during the project construction phase. Budget: $212,115. 
 
9. Eldorado/Alta Mesa Roundabout - This is a traffic calming/improvement project that is intended to slow the traffic using Eldorado Avenue. The project consists of a roundabout which will be a one way direction requiring vehicles to traverse the roundabout before continuing on to Alta Mesa Road or Eldorado. Included in this project are the installation of  "chicanes" between Via Mirada Street and the roundabout. Budget: $200,000. 
 
10. Creek Retention - Skyline Drive to Forest Knoll - This project will provide for needed drainage repair and creek retention for a drainage basin near Skyline Drive. This project is designed to reduce water velocities in the creek area to better control flows and minimize erosion during significant runoff periods. Budget: $50,000.
 
11. Child Care Facility Upgrade-DLI - This project provides for new carpeting and painting throughout the facility as well as minor carpentry work to repair trim, doors cabinets and other structures in the facility. It also includes constructing a restroom in the waiting area for sick/homesick children. The funds for this project are being recommended by the NIP Committee on the basis that Monterey children are given first priority. Budget: $90,000.
 
12. Linda Vista/Mar Vista Storm Drain Improvements - This project consists of multiple drainage projects in the Monterey Vista Neighborhood. Some of the work will provide new drainage pipe as well as new swales, drop inlets and other improvements necessary to improve on the storm drain system and minimize further erosion in these areas. Budget: $211,000.
 
13. Johnson Street Storm Drain Installation - This project will provide a drain system to collect and divert the storm water coming from the hillside behind the American Legion Hall and adjacent parking areas. A new drainage line and new storm inlets will be provided. Budget: $68,000.
 
14. Portola/Helvic Intersection Improvement - This project is to study/design and ultimately construct intersection improvements at the intersection of Portola and Helvic as they converge on Casa Verde Way to enhance vehicle safety as well as enhance safety of school children when Del Monte School reopens. There are two options being examined. Under the management of the traffic engineer, the scope or the two options have been reviewed and approved by the Traffic Committee and Council. Budget: $160,000.
 
15. POM Scout Lodge - This project is to upgrade the building footings and foundation and survey/repair the roof structure of the building. The building, which is located on Lower Presidio, is being sublet by the City to the Boy Scouts.  Note that appropriation for this project will be considered by the City Council at a future date.  Budget: $0.
 
16. Jack Park Bleacher Modification - This project is to increase the seating capacity at Jacks Park and includes adding a new bleacher on the first base side which will extend higher and slightly deeper towards the direction of the existing scoreboard. It provides one additional bleacher on the third base side which will give a potential seating capacity of between 650 and 750 people. Budget: $45,000.
 
17. Del Monte Beach - Dune Acquisition - This project provides $200,000 for the acquisition for certain lots on Del Monte Beach. The funding is part of matching funds that the City Regional Park District and other potential funding sources will provide to reach an agreement with developers on the size and number of the developable lots versus open space. Budget: $200,000.
 
18. Lily Street 700 Block Widening - This project will widen the 700 block of Lily Street and provide new sidewalks, curb and gutters and parking spaces for residents living on the street. This project will not only improve the circulation and parking on the street but will provide sufficient width for access by emergency vehicles which have had problems responding in this area in the past. Budget: $152,000.
 
19. Archer Park Improvements Phase 1 - This project will provide for a backstop, the removal of some existing landscaping that reduces the effectiveness in play area of the park, replacement of a section of cyclone fencing and some minor site work to improve access from the asphalt play area to the grass. This project is considered a safety issue as the current orientation of the play facilities often results in children having to leave the playground and run down the street to retrieve soccer balls, baseballs and other such items. Budget: $45,000. 
 
20. Senior Center Renovation/Expansion - This project provides additional funds required to construct the proposed expansion and renovation plans for the Senior Center. This project was reviewed and approved by the Parks & Recreation Commission in the 1997-98 CIP program. Budget: $80,000. 
 
21. Del Monte Beach Tot Lot Phase 2 - This project provides the remaining funds needed to purchase the play equipment and to provide necessary improvements to complete the tot lot project that was approved by the Parks and Recreation Commission as part of last year's NIP Program. Budget: $45,000. 
 
22. San Bernabe/Via Gayuba Intersection - This project will provide the construction funding to realign the intersection of San Bernabe and Via Gayuba intersection. The design alternatives and final design documents were completed as part of the 1996-97 NIP Program. Budget: $30,000.
 
23. Traffic Improvements - Foothill School Phase 2 - This project provides additional funds to help complete the ongoing studies and design alternatives for providing better traffic circulation for school children and the neighborhood surrounding the Foothill School. A study for this project was approved by the Parks & Recreation Commission in the 1997-98 NIP program. Budget: $25,000.
 
24. Dennis the Menace Play Equipment Improvements - This project consists of renovating the giant swing to include the adjacent wall area which will be redesigned to improve on the safety features of the swing. This money will also provide for a new covering for the slide. Budget: $75,000. 
 
25. Laguna Grande Park Play Equipment Replacement - This project is to replace some of the older equipment with new structures to update the play area. Budget: $30,000. 
 
26. Oak Street 800 Block Widening - Similar to project 18, the widening of the street will provide better circulation, better drainage, improve traffic circulation for residents in the area as well as enhance emergency vehicle access and will provide improved parking conditions for residents. Budget: $180,000. 
 
27. Prescott Drains/Jessie 700 Block Walkway - This is a combination of two projects in the New Monterey Neighborhood. The sidewalks on Jessie Street will extend from Irving to Prescott. They will be "detached" sidewalks and will not be adjacent to any curb or gutter. It's intended the walkway will traverse behind trees and close to the residents property lines. The Prescott portion is for drainage improvements in four locations on Prescott to include drainage pipe and the installation of french drains to handle runoff from nearby hillsides or drainage areas that currently flow across the walkway creating potentially hazardous conditions for pedestrians. Budget: $63,000.
 
28. Skyline Forest Entry Gate Improvements - This project is for the design and construction of a entry sign into the Skyline Forest Neighborhood. This project will replace an entry sign that was removed as part of the intersection improvements for Skyline and Jefferson which was completed in 1997. Budget: $10,000.
 
29. Roberts Avenue Handrail - This project located in the entry to Del Monte Beach will provide a handrail for one section of the walkway to protect pedestrians from stepping off the walkway and to discourage children from playing in the area which could eventually cause erosion to the hillside. Budget: $8,000. 
 
30. Walkway Design Guidelines Study - This project is to provide funds for a study to prepare guidelines for putting walkways and footpaths to allow pedestrians from the Monterey Vista Area walking along Pacific to reach their destination either at Del Monte Shopping Center and locations along Munras Avenue. Budget: $4,385.
 
31. Safety Lights in Laguna Grande Park - This project is to provide lighting along the walkway that passes through the park where people walk in the evening or early morning. The lights will be on a timer and will shut off at a designated time each night. The lights are expected to provide a safer environment for those using the park in the early evenings. Budget: $7,500.
 
32. Terry Street Catch Basin - This project will upgrade the drainage system on Terry by providing a new catch basin and storm pipe. It will collect water which currently flows to the corner of Terry and Irving causing erosion and flooding. Budget: $10,000.
 
33. Oak Grove Street Lights - This project will complete the lighting program along Aguajito on the Lake El Estero foot path by installing lights between Pearl Street and Fremont Avenue. Lights do currently exist on the foot path between Del Monte and Pearl Street. Budget: $15,000. 
 
34. Casa Del Oro Garden - This project provides funds to the State and their architect for the development of the Casa Del Oro Garden. These funds are matching funds that the State is providing to develop a master plan and design documents. It is anticipated that the construction funds will be through donations and other funding sources. The completed project will provide a garden atmosphere from the corner at Pacific and Scott streets and continue past the Boston Store and into the sensory garden area. Budget: $20,000. 
 

UNFUNDED PROJECTS:
 
35. Sloat Underpass/10th Street Improvements - This project is to provide landscape improvements under the Sloat Street underpass and along Tenth Street. It provides additional lighting, new trees and similar improvements.  Cost:  $25,000.
 
36. Veteran's Park Restroom Access - This project will provide handicap accessibility from the day-use area to the restroom facilities in accordance with Americans with Disabilities Act (ADA) guidelines.  Cost:  $5,000. 
 
37. Veteran's Park - Campsite and Road Improvements - This project is to repair the road and several campsites in Veteran's Park. This project will eliminate many potholes and other drainage problems along the roadway and provide new campsite parameter timbers and other amenities for the various campsites.  Cost:  $45,000. 
 
38. North Fremont Median Improvements - This project completes the improvements that have been made on the North Fremont median between Casa Verde and Airport Road. The landscape improvements on the median have been completed from the Seaside City limits to Casa Verde.  Cost:  $45,000.
