GENERAL FUND HISTORICAL TRENDS
1990-1998

General Fund actual expenditure increases have averaged 4.7% per year over the past nine years.  The relatively large expenditure increase in Fiscal Year 1993 is due to the opening of the Monterey Sports Center.  Also, in Fiscal Year 1997 several new programs and positions were added that resulted in a significant increase in the budget.

The chart below indicates that adjusted for inflation, General Fund expenditures have increased by only 1% per year over the past nine years.  This is a minimal increase in view of the many new programs and services that have been added during this time.

The next two charts show General Fund revenues and expenditures on a per capita basis.
The following chart indicates that on a per capita basis, actual operating expenditures have increased by approximately 4.3% per year since 1990.
