Due to the ongoing budget crisis, the City Council decided at their February 2, 2010 meeting, to transfer the Neighborhood Improvement Program (NIP) funds for FY2010/2011 to the General Fund for ordinary and necessary services.  This decision effectively stops the NIP from going forward this year.
